Overview

In Barnet, like many other local authorities, we have a system of parking bays and parking permits that prioritises parking for local residents, businesses, and their visitors. These systems are called Controlled Parking Zones (CPZ).

We have adopted a systematic approach to delivering CPZ’s, incorporating a set of parameters for parking controls which means they should:

  • avoid a piecemeal approach (kicking the issue to the next street)
  • address anticipated displacement proactively
  • address safety concerns such as sightline

Overview

In Barnet, like many other local authorities, we have a system of parking bays and parking permits that prioritises parking for local residents, businesses, and their visitors. These systems are called Controlled Parking Zones (CPZ).

We have adopted a systematic approach to delivering CPZ’s, incorporating a set of parameters for parking controls which means they should:

  • avoid a piecemeal approach (kicking the issue to the next street)
  • address anticipated displacement proactively
  • address safety concerns such as sightline issues
  • be as simple as possible and harmonised – intuitive

We have received complaints and petitions from Ward Members, residents and businesses about the parking displacement and safety concerns south of Barnet Hospital, particularly in the Mays Lane area. These displacements are likely to be caused by visitors to the area, with surrounding roads being restricted by parking controls.

We engaged the services of an external agency to carry out parking stress surveys on Mays Lane and surrounding roads, and the survey data has confirmed there are extremely high levels of parking stress in most roads within the proposed area.


What we are proposing

We are undertaking a parking engagement to determine the levels of support for the introduction of a new CPZ, which if agreed would be called Underhill South (US). The new CPZ would operate at the same time as the existing Barnet Hospital (BH) CPZ, from Monday to Saturday, between 8am and 6.30pm.

The council has considered expanding the existing Barnet Hospital (BH) CPZ but it was agreed this is not a viable option due to the potential negative effects this may cause to residents, such as increased congestion and the complexity of implementation and enforcement.

Matching the times and days of operation to the Barnet Hospital (BH) CPZ would therefore help prevent parking displacement and ensure consistent parking management across a wider area.

Any introduction to parking controls could also help to promote use of sustainable travel modes by reducing the need to use a car when making journeys such as to the shops, school or to work.

Blue Badge holders

If you are a Blue Badge holder with an existing disabled persons parking bay that is already allocated to you, your ability to park in the bay wouldn’t be impacted whether a CPZ is introduced or not.

    We asked

    Following complaints and petitions from Ward Members, residents and businesses about the parking displacement and safety concerns south of Barnet Hospital, particularly in the Mays Lane area, we undertook parking engagement to determine the levels of support for the introduction of a new CPZ, which if agreed would be called Underhill South (US).

    The council had considered expanding the existing Barnet Hospital (BH) CPZ but it was agreed this is not a viable option due to the potential negative effects this may cause to residents, such as increased congestion and the complexity of implementation and enforcement.

    You said

    1,882 consultation packs consisting of letters and a plan of the proposed CPZ area were hand-delivered to all the roads in the original parking engagement area. 471 online and paper responses were received from residents and businesses in the area. This represents a response rate of 25%.

    • 10.4% of respondents supported measures being introduced with 84.9% against
    • 28.9% of respondents experience parking issues in the area, whilst 70.7% never experience parking issues

    Feedback received from the Chesterfield Road area revealed that 67% of respondents stated that they experience some sort of parking problems on their road. You can view a full list of these 16 identified roads in our engagement outcome letter.

    477 consultation packs were sent to properties on these 16 roads, with 82 responses. When asked how often parking problems were experienced on their road:

    • 33 (40%) answered “always”
    • 22 (27%) answered “sometimes”
    • 27 (33%) answered “never”

    Respondents on these roads were asked if they were in favour of being included in the CPZ:

    • 29 (35%) were in favour
    • 50 (61%) were not in favour
    • 3 (4%) were not sure

    Of the 53 respondents that were either “not in favour” or “not sure” of being included in the CPZ, 24 (45%) confirmed they do experience parking problems in their road.

    We did

    We have reviewed all responses received during the parking engagement alongside the parking stress surveys. A review of the specific concerns raised confirms these parking problems are better resolved with the implementation of a CPZ.

    We have taken several factors into consideration including:

    • The feedback received during the parking engagement, which indicated that some residents in the area are experiencing parking problems in their road.
    • The parking stress surveys which identified high parking stress on most roads.
    • The outcome of the multi criteria analysis (MCA), which details locations where there are high levels of vehicle ownership, thereby increasing parking pressure.
    • The severity of the parking issues raised within the engagement area, and
    • The nature of the comments received to the parking engagement.

    To improve the parking situation in the area, we are introducing a new experimental CPZ for the 16 roads which have been identified with the most problematic parking issues.

    The 16 roads include within the new US CPZ will be: Chesterfield Road EN5, Dexter Road EN5, Dormer Close EN5, Edwyn Close EN5, Greenland Road EN5, Howard Way EN5, Jarvis Close EN5, Juniper Close EN5, Matlock Close EN5, Niton Close EN5, Nupton Drive EN5, Sampson Avenue EN5, Sellwood Drive EN5, Shelford Road EN5, St Anna Road EN5 and Stanhope Road EN5.

    The CPZ will become operational on Monday 15 December 2025 and will operate at the same time as the neighbouring Barnet Hospital (BH) CPZ, which is from Monday to Saturday, between 8am and 6.30pm.

    The scheme will be implemented for a period of up to eighteen months. Comments, received during the first six months will constitute as the statutory consultation. Residents will be invited to have their say on the scheme once the statutory consultation period commences.

    We will write to residents with further details about the experimental CPZ , including how to apply for a permit, and how they can give their views on the experimental scheme ahead of its launch.
