Overview

Over the last two years the council has been working with the developer Regal to deliver the redevelopment of the Finchley Lido Leisure Centre, as part of the wider Great North Leisure Park (GNLP) proposal. Design development for the leisure centre has been underpinned by a comprehensive public consultation held back in Summer 2023. More information on the previous consultations and their outcomes are provided here.

An Outline Business Case was then presented to Cabinet in November 2023, and a decision was made on a preferred option to progress subject to affordability.

To enable delivery of the wider site, Regal submitted a planning application in January 2025 which included plans for the redevelopment of the leisure centre, the application currently remains under consideration by the council as the Local Planning Authority.

Following the completion of further design and cost development work, the scheme as submitted is considered unaffordable due to the significant borrowing requirements. In July 2025 the council’s Cabinet approved discontinuing the option (as preferred in the council’s Outline Business Case in 2023) and to progress with an alternative more affordable option.

The council has worked with Regal to design an alternative option, considering the outcomes from the Summer 2023 consultation, demand and affordability. This design will be submitted by Regal as a revision to the current planning application to reflect changes to the leisure centre scheme.

Next steps

Regal are preparing to revise the current planning application with the alternative scheme.

The council will continue to work with Regal to develop the updated design of the current option, to enable a Full Business Case to be presented to Cabinet, targeted for December 2025.

Regal as the lead applicant for the Great North Leisure Park (GNLP) scheme will be hosting online webinars to inform the public on the recent updates to the proposal to coincide with the upcoming revision to the planning application. Through the planning process, as the Local Planning Authority, the council will also be conducting a further statutory consultation period. This is likely to be co-ordinated once a revision to the existing application has been validated.
