Have your say on the proposed implementation of a Lane Rental Scheme within Barnet
We are consulting on proposals to run a potential Lane Rental Ccheme in the borough, and we would like to hear your thoughts on the proposals and any impacts or alternative suggestions you would like us to consider.
Overview
A Lane Rental Scheme is a scheme introduced to help manage the impact of works on the highway network on some of the busiest roads at the busiest times to help reduce delays for residents and businesses.
The implementation of a Lane Rental Scheme would allow the council, as a highway authority, to charge utility companies and other works promoters an enhanced daily rate for works on the busiest roads at the busiest times. The scheme seeks to limit the amount of disruption on Barnet’s road network by encouraging:
- roadworks to be completed at the least disruptive time for road users
- the early completion of works.
Transport for London (TfL) have been successfully in operating a Lane Rental Scheme on parts of their network since 2012.
The Department for Transport are keen to support the implementation of Lane Rental Schemes and have produced statutory guidance for highways authorities.
What we are proposing
We are proposing to introduce a Lane Rental Scheme in Barnet, which would work alongside the existing London Permit Scheme (LoPS) that the council already operates.
The current LoPS will continue to operate for all roads in the borough and the majority of the network would be unaffected by Lane Rental Scheme proposals.
The proposed Lane Rental network equates to just under 14% of Barnet roads, which is comparable with other outer London boroughs. You can read more and find a full list of roads proposed to be within this network below:

The closing date of this consultation is 9 September 2025.
What happens after the consultation closes?
The council will use the consultation findings to inform our final decision. If the decision is that we will proceed with a Lane Rental Scheme, an application will be submitted to the Secretary of State for Transport before 30 September 2025, for an Order to bring a Lane Rental Scheme into legal effect for the borough from 1 April 2026
